That's right, Tanja. This is what makes the problem so acute. The solution to such problems cannot be achieved on a village-by-village basis. (Milk only came up in this thread above as an example where pasteurization of water was being discussed). For any meaningful impact on people, solutions of mega-proportions and at a macro-level need to mobilized.
