TRANSPORTATION: Research Options for Accessible Transportation

Status: In progress
Time needed:
Two weeks or more
Step:
2

St. Charles Special Needs School is looking for a bus to help get the students to/from school, transport sick children to the hospital, and to take students on educational field trips. Accessible transportation is essential not only for the rehabilitation of the children, but also to promote greater inclusion on the local community and improve disability awareness. If a bus can be secured, this may also increase enrollment at the school. A bus that seats between 22-32, accessible to people with disabilities would be ideal.

Gladys has researched the cost of purchasing a bus locally. She found the following:

1. 30 seater Mitsibutsi Coaster - $68,500
2. 30 seater Nissan Civilian - $88,830
3. 33 seater Tata - $49,692

For this task, we would like to research and explore all possible accessible transportation options. If you have ideas regarding where the school might apply for funding to purchase a bus, or if you know of other possible low-cost alternatives, we welcome your contributions and insight.

These points should be 'authorized by the OEM' and not just any repair or servicing facility. There is no point buying a vehicle for which an authorized after-sales service facility does not exist in your region. - check the cost of spares for each available brand. Get information from each brand about the spares required for 1 year, 3 years, etc. Get information on mandatory spares and optional spares for each brand. Ensure prices are inclusive of freight up to the location of the service centre in your region. Otherwise, if the prices are ex-works in the country of despatch, then you must add transit costs up to the location of your local service centre. - compare the prices for the 'vehicle plus spares for 3 years' for each available brand. For the lowest cost option, ensure that the authorized after-sales service exists in your region. It might make better economic sense to buy a used vehicle, or use a rented vehicle, since funds may be in short supply, until a reasonable reserve is created through self-sustenance. For a used vehicle, though the initial expenses may be low, but the operating expenses including expenses on spares and servicing may be high compared to a new vehicle. For a rented vehicle, all issues related to maintenance are obviously the responsibility of the owner of the vehicle, and the school can focus on it's core activity of teaching. Gladys,

About 'best or better one among what I have found' in your post above, the following might help:

- check the availability of after-sales service for all available brands in your region.

It might make better economic sense to buy a used vehicle, or use a rented vehicle,
since funds may be in short supply, until a reasonable reserve is created through self-sustenance.

The cost of upkeep, as well as whether or not it is possible to rent a vehicle. Renting may indeed be a cost-effective alternative for the time being. Is leasing also a possible option there? Usually with a leasing option, there is a limit to how far the vehicle should be driven over the lease period and additional charges for going over that, but at the end of the lease period, the vehicle is turned in for a newer/different vehicle. There are pitfalls to leasing that others may know better than me-so it would be best to talk with several people if this is an option to make an informed decision about it. The other thought that I had in relation to the bus is would all of the children necessarily need to access the vehicle at the same time? If not, could a smaller passenger van possibly suffice? With the costs you noted for each type of school bus-were those figures in USD or GHC? Another question-does the government provide any financial assistance to the school for transportation? I'm sorry to hear that renting or leasing are not options in Ghana. That is too bad, but maybe there will still be another solution. We'll just have to keep trying. Gladys-

I believe that I asked this question before, but I do not remember what your answer was.

Kind regards-

Jennifer
