However, It accomodated Many moved resulting from the peripheral Provinces and Communes.

Till 1960, the zone (Districts NORTHERN) was called OCAF and KAMENGE. The first administrative division took place which carried to the creation of the zones of
KAMENGE, KINAMA, NGAGARA and CIBITOKE .

BUTERERE (division of CIBITOKE) is resulting from the second administrative division of 1999, which carried the birth of GIHOSHA ,(division of KAMENGE).

As Commune to division, it acts in practice of all the Districts in the North of river NTAHANGWA.

Because of the overpopulation which appeared since the political crisis of 1993, there was a destruction due to the social plagues and the war up to 27 % while other districts of North like KAMENGE was deduced at 100%, KINAMA with 65%, CIBITOKE with 40% compared to those three last which, today one almost returned from there to the normal, although BUTERERE suffers since always from social plagues.
