Publicity Plan for the Waste Mop-Up Campaign

Good publicity can help raise awareness about an event and gain more sponsorship. There are a few simple steps to take to ensure that everything is done to get the maximum amount of coverage.
Bweyogerere village is warming-up to implement its first event, The Waste Mop-up Campaign, over the quarter of July-Sept 2009. The event has three components:
(i) The zero waste football tournament between existing youth clubs,
(ii) The Waste Mop-up Week for cleaning trash at existing waste dumps by youth clubs and
(iii) The Great Zero-Waste Marathon by youths and interested atheletes.
The first two tasks can only be implemented after RECIEVING DONATIONS from shops dealing in sports equipmnt and factories/companies that deal in plastics. The last task will be obtained through SPONSORSHIP from individuals in the community, commercial enterprises and SUPPORT from mobile telephone companies to organise the great zero-waste marathon.
The tasks attached constitute a schedule that has been used to compile a draft publicity plan which is now inserted into the start-up discussion thread below. The draft plan has lements that still require technical support (marked TASK).
If you would like to be part of the publicity team, please join us and indicate the task(s) you would wish to help. Feel free to suggest additional tasks that couldadd value to the publicity plan.

1. AIMS AND TARGET AUDIENCE
1.1 MAIN OBJECTIVES OF THE PUBLICITY:
To secure public support towards launch of the waste mop-up week campaign
To mobilize resources from individuals and commercial companies
1.2 TARGET AUDIENCE:
(i) The football tournament will attract the attention of all youths in the entire village to start implementing a community based waste management programme. The secondary target group will include importers and distributors of sports equipment (who will donate sports equipment and a trophy) and importers of plastic products who are expected to donate sanitation tool kits and bags for collecting plastics for waste recycling.
(ii) The trash clean-up event will target families of low income status to participate in cleaning waste at existing dumps in their neighborhoods, dig pits for disposal of organic wastes and start compositing of organic manure for recycling. The secondary target audience who will sponsor the youths to participate in the marathon include residents of middle and high income status in bungalows &flats; owners of shops, hotels, restaurants and supermarkets; market vendors, local industries and health units.
(iii) The Great Zero-Waste Marathon will target sports lovers (especially athletes) the general public in the village. The secondary target audience will include mobile phone companies who will donate athletes wear, soft drinks, prizes and as well help organize the event. We also expect them to support the cost of printing sponsorship forms and banners for display at check points. They also need to support costs of a local band, tents and chairs.
TASK: We need comments on our selection of the target audience as well as the aims of the publicity
2. COMMUNICATION MATERIALS:
These will be event specific as shown below:
(i) The football tournament will need illustrations and photographs for training youths and, equipment donation forms supported with fliers for targeting commercial units.
(ii) The trash clean-up event will need illustrations and photographs
(iii) The Great Zero-Waste Marathon will require posters, banners, and sponsorship forms and equipment donation forms.
TASK: We need support for online review of draft products
3. LIST OF PLACES FOR DISPLAYING POSTERS:
These will include local pubs, taxis plying between the location and town, restaurants, schools, libraries, supermarkets, sports or social clubs, local industries and shops. Each youth group will identify these in their neighborhoods to help estimate the quantities required.
TASK: We need help here to design suitable posters for publicizing the Great Zero-Waste Marathon.
4. LIST OF MEDIA TO BE CONTACTED.
Local newspapers include The New Vision, The Daily Monitor and Bukedde. Local FM Radios are now so numerous but we need to find out the most popular radio stations among youths, among the low income communities and among the rest of the target groups. The popular TV stations include WBS, NTV, LTV and Capital TV. Event specific interests need to be known?
TASK: If anybody has listenership survey forms, then they should share these so we can carry out a user survey within the community. This will help us to target relevant stations?
5. SPECIALIST PUBLICATIONS AND JOURNALS.
We are trying to attract key athletes to the great zero-waste marathon.
TASK: We need information on health, fitness and athlete related magazines.
6. SPOKESPERSON.
This could be an national athlete, a re-known footballer, a politician, musician, activist etc. Make sure this person is well briefed on the event, its aims and Bweyogerere Village so that they can give an informed and entertaining interview to media. Quote this person in your news release. The local organizing committee will decide on one or a combination.
TASK: We need an information pack for the spokesperson.
7. PRESS RELEASE.
Send it to editors preferably by fax or email which gives a sense of news and urgency. Follow up any press releases with a phone call - to see if the newspaper:
• Has seen the press release
• Is interested
• Would like more information or perhaps details for a feature story based on the event
TASK: Is it possible to prepare a web-based press release? We need to start producing monthly articles on our website and as well start a quarterly NEWSLETTER to be circulated through our INTRANET. We can also develop a knowledge hub on Zero-Waste Management on the website.
9. PHOTOGRAPHER TO COVER EVENT:
Ideally high resolution digital pictures should be used. You can't rely on the press turning up. And if you've got great pictures the newspapers are very likely to cover the story after the event. On the other hand get journalists from the press with a track record of documenting stories in a similar field.
10. RADIO AND TV TALK SHOWS:
TASK: We need to have guidelines on the topics to be covered. The local organizing committee will identify resource persons with expertise and experience in the development topic in this case it is urban environmental management and approach local media for free slots on weekly basis.
11. WORKPLAN AND BUDGET:
TASK: This should then be prepared based on the above tasks. If resources are insufficient, then prioritize tasks that are feasible. The sponsors should cover these costs as well. I wil prepare a draft template for the workplan.

Dear Neighbours, in response to TASK No 2 in the thread below, please find a brochure which has attempted to summarise the background information and implementation approach for Phase 1 (a) of the Zero Waste Management Initiative. The brochure will be submitted as an attachment to the letters of donation that will be submitted to major dealers in sports equipment and plastics.

(ii) I a similar way, we need to have a poster promoting proper waste management during the zero waste week. Key meesages that should be promoted include:
• Separate wet and dry wastes before disposal
• Dispose off wet waste in a composite pit
• Store dry waste in recycling bags provided
• Stop burning waste to minimize global warming
• Do not dump waste near drinking water sources
(iii) This is to request interested neighbours to take on this task.

Hi Neighbours,
The local authorities in Bweyogerere have made attempts to stop dumping of wastes near neighborhoods by installing a signpost with NO DUMPING INSTRUCTIONS and A FINE (see attachments). However, the signposts do not provide alternatives for managing the wastes so community members continue with indiscriminate dumping at night.
We wish to design a suitable sign post with instructions (both in English and Luganda) that will guide residents on how to manage their wastes. This includes guidelines on sorting waste at home and how to manage wet (organic waste) in the composite pit. Other suggestions are welcome.
Sign posts with this information will be placed at every existing waste dump after a composit pit has been dug and will be followed up with a door to door education campaign by trained youths.
We would like a voluteer to help develop and finalise the contents of this sign post.

Dear Neighbours,
In the last two weeks, a team of volunteers has been engaged in making contacts with local coporate institutions, sports companies and embassies to assess available opportunities for fundraising. We are following up on leads for possible partnerships.
Yesterday, the Waste Mop-up Campain was launched by the Town Clerk of Kira Town Council at Hotel Mamerito which is located in Bweyogerere Village. This marked the beggining of the campaign in which a total of 17 youth leaders representing 13 youth football clubs attended the meeting.
The launch was witnessed by 07 leaders from the Town Council including the Town Health Inspector, The Youth Councilor and Local Council Leaders of the cells located in Bweyogerere Parish. In his words, the Town Clerk said, "the project was timely and the Town Council will do every thing within its means to ensure it is successfully implemented".
At the end of the meeting the youth leaders said, the project was feasible and pledged to stay together as a team to learn, share experiences and find solutions to challenges that lay ahead. A total 05 youth clubs fixed dates for meeting with individual members of their clubs:{ Sarturday[25 July 2009], Sunday [26 July 2009], Monday [27 July 2009], Tuesday [28 July 29], Friday [31 July 2009]} during which the volunteers will introduce the project to the teams and assist them to plan for actual implementation of Waste Mop-up activities.
It was also agreed that regular review meetings will be held at the same venue every Thursday at 2.00 pm. All neighbours will be welcome to these meetings and for those who are unable to, we will be sharing on the Nabuur Weekly blog.
In the next meeting, we will be discussing the publicity plan for the Campaign with the youths and technical leaders from the Town Council.

In Australia we have a day every year called Clean Up Australia Day with a tagline, keeping Australia Beautiful and everyone gets involved, all the schools, workplaces, and people at home. As promised please find below the adopted publicity plan for the Waste Mop-up week that was developed after consulting with youths in the second review meeting at Bweyogerere on 30th July 2009. From the plan, we need support to develop the following items:
Number 2: Commuication materials and;
Number 6: Press realeases.
The first draft of communication materials will be released early next week for review and this is when you will have an input.
Meanwhile, we are developing articles that have to be included in our first monthly newsletter that must be ready for distribution by the end of next week. If you would like to take on this task, then we will start sending you zero draft articles (08 in number), to fit on 4 pages.

PUBLICITY PLAN FOR THE WASTE MOP-UP WEEK
1. AIMS OF THE WASTE MOP-UP WEEK
Through the football tournament all youths in the entire parish will start implementing a community based waste recycling programme. Through the Netball Tournament, all women and girls will train fellow women and children to sort waste before disposal.
1.1 MAIN OBJECTIVES OF THE PUBLICITY ACTION:
To secure public support towards the culture of sorting wastes before disposal
1.2 APPROACH TOWARDS LAUNCHING THE WASTE MOP-UP WEEK:
(i) GRAND OPENNING AT BWEYOGERERE CENTRAL MARKET
The launch will start with a match past Bweyogerere town by all youth and netball clubs to the play ground at Bweyogerere Central Market where there will be football and netball matches to mark the start of the waste mop-up week. Prior to the start of the matches, a general clean-up exercise that will involve all market vendors, as wells as owners of shops and restaurants, supermarkets and local industries will be conducted. A site for developing a waste recycling resource centre will also be identified and commissioned by the mayor. At the end of the opening matches, leaders will give speeches.
(ii) FOLLOW-UP LAUNCH IN OTHER VILLAGES
In the days that follow, the remaining football and netball clubs will host each other at their respective play grounds. Local leaders of both villages will be led by youths to inspect all waste dumps in their village. They will then launch the event by cleaning up trash, breaking the ground for the construction of a compost pit and distributing bags for collection of dry waste for recycling. Each leader will talk to residents on the value of sorting waste before disposal, how the waste collection system will work and encourage them to clean up waste at all the remaining communal waste dumps the village.
(iii) REACHING OUT TO THE MIDDLE AND HIGH INCOME CLASS
After the waste mop-up week, the focus will shift to all premises within the parish occupied by middle and high income class (residents in bungalows &flats) as well as owners hotels, local industries and health units. They will provide their own sanitation tool kits and bags for collecting plastics for waste recycling.
1.3 TIMING OF EVENT
In the second weekly meeting that was held at Hotel Mamerito on Thursday 30th July 2009, it was agreed that the waste mop-up week will be launched in the last week of August 2009.

Below is what I have in mind for the newspapers. We could adopt something similar for public places such as supermarkets, shops, hotels and restaurants in Bweyogerere itself.
PRESS RELEASE
The Waste Mop-up Week is part of a campaign to to promote a culture of sorting wastes before disposal in Bweyogerere Parish of Kira subcounty in Wakiso district. The Launch will take place in the last week of August 2009.
The event will begin with a match (involving all youth clubs and residents) past Bweyogerere town to the central market playground. There after the Mayor will lead market vendors and residents to launch a general cleaning exercise at the nearby waste dump. Residents in the village where the market is located will also clean waste at existing communal dumps. A site for building a waste recycling resource centre will also be commissioned by the Mayor or member of parliameht.
The residents will then be treated to a football and netball match. At the end of the match there will be speeches by guest speakers.
The waste mop-up campaign will continue in the rest of the villages in the subesequent days of the week. By the end of the week, all waste dumps will have been mopped-up and replaced with composit pits. This will also mark the beggining of sorting and recycling of wastes.
