According to https://www.paypal.com/worldwide/ you can send Paypal payments from Uganda, but you cannot receive them.
I know that at least one Kenyan village (Matopeni) have used Moneybookers http://moneybookers.com/app/ instead, so that might be another option. You could try asking Stephen (Local Rep) or Ildiko (facilitator). I have never used it so don't know how easy it is, and its not as well known as Paypal so people may not be as comfortable using it.
Maybe someone has other ideas?
