Here's a good site that has many of the rules and regulations on driving in india. It has traffic signs as well. It's a start.

Indian Driving Schools

If there is a shortage for skilled drivers. Transport corporations can be asked to fund (parts of) the project. In return they can select candidates after graduation. Funds can also be donated by the transport corporations in the way of loans to the future drivers. Repayable by deductions from their loan after graduation.
