I think your out-line seems to be OK.
The Project proposal aims a giving training for:
1. The teenagers in farming.
2. The youth in Eco-Tourism.
The training Center would be used for these 2 groups of people.

Therefore, the Project proposal should clearly separate the activities of these two groups and present them as two sub-training activities.
I thing you have all the elements for such presentation.
